Meanwhile, the extensive East D Street project is steadily progressing. Crews are currently working north of 28th Avenue to install new water, sanitary sewer and storm lines, alongside new sidewalks, curbs, gutters and street pavement. --- ### Council amends fiscal 2026 budget for emergency fire hall repairs TORRINGTON, Wyo. — The council unanimously passed a resolution to amend the fiscal year 2026 budget to cover $6,842 in emergency air conditioning repairs at the Torrington Fire Department. City Clerk and Treasurer Lynette Strecker explained that the unexpected failure of the fire hall's cooling systems caused the department to exceed its initial budget allocation. The shortfall was covered using unanticipated city sales tax revenues, keeping the city's budget balanced without dipping into municipal reserves. --- ### Torrington police to continue providing school resource officer to county schools TORRINGTON, Wyo. — An intergovernmental agreement between the city of Torrington, the Goshen County Sheriff's Office and Goshen County School District 1 was unanimously renewed, keeping a Torrington police officer assigned as the school resource officer for Southeast Schools and LaGrange. The school district covers 100% of the officer's costs, plus a 15% administrative service fee to the city. Police Chief Matthew Johnson noted the program relies on a jurisdictional agreement with the county sheriff to allow a city officer to operate in county territory. --- ### Local agencies conduct annual active threat training TORRINGTON, Wyo. — Torrington Police Chief Matthew Johnson informed the council that local law enforcement agencies are conducting their annual active threat training at Eastern Wyoming College this week. The multi-agency drills include personnel from the Torrington Police Department, Goshen County Sheriff's Office and the Wyoming Highway Patrol. The dynamic, scenario-based training is designed to unify local law enforcement responses and tactics in the event of a school-based crisis or active threat in the community. --- ### Next council meeting relocated for National Night Out TORRINGTON, Wyo. — The next Torrington City Council meeting will be held at 5:30 p.m. on Tuesday, Aug. 4, at the Jirdon Park picnic shelter. The summertime tradition relocates the council's regular business meeting to coincide with the Torrington Police Department's annual celebration of National Night Out, which will also take place at the park. Additionally, residents were reminded that city offices will be closed on Thursday, July 30, in observance of Goshen County Day. --- ### Classic cars returning to Main Street in September TORRINGTON, Wyo. — The council unanimously approved a special event permit for the Scottsbluff Valley Street Rods' annual classic car event, scheduled for Sept. 12\. To improve pedestrian safety and protect the vehicles, the event's footprint will expand one block north to 23rd Avenue on Main Street. The council agreed to waive the $200 permit fee for the nonprofit organization, but the car club will reimburse the city $470.34 to cover municipal costs, including barricade setup and trash services. --- ### Council suspends business's liquor license over sales tax hold TORRINGTON, Wyo. — In an emergency addition to Tuesday's agenda, the council unanimously voted to suspend the liquor license for Garcia's Mexican Restaurant following a sales tax hold notice issued by the state. Torrington Police Chief Matthew Johnson was instructed to have an officer serve the suspension notice to the business immediately.
