### Housing report details surging costs and affordability crisis

TOPEKA, Kan. — A newly updated housing report paints a dire picture of the city's housing market, revealing that median home prices in Topeka surged 63 percent between 2019 and 2025\. According to the 2026 Consolidated Action Plan presented to the commission by Housing Services Division Director Carrie Higgins, local incomes only rose 13 percent during the same period, leaving approximately 33 percent of households cost-burdened. Higgins also reported that the city's "Missing Middle" housing initiative, which would ease restrictions on duplexes and triplexes, was recently sent to the governing body by a city committee without a recommendation for approval.

### Nonprofit to build affordable duplex on long-vacant Topeka Boulevard lot

TOPEKA, Kan. — A vacant lot at 1600 SW Topeka Blvd. that has sat empty for over 30 years will soon house an affordable modular duplex. The commission voted 6-0 to approve a rezoning request from SENT Inc., changing the property from an office and institutional district to a two-family dwelling district. The nonprofit plans to utilize Affordable Housing Trust Fund money to build the infill duplex, which will feature alleyway access and carports.

### Rezoning paves way for New Orleans-style home near Old Town

TOPEKA, Kan. — The commission voted 6-0 to rezone the western half of a parcel at 2016 SW 10th St., clearing the way for a new single-family residence. According to the rezoning request, Watson Real Estate Development is seeking the shift from commercial to a two-family dwelling district to split the lot and build a two-story, New Orleans-style garden district home. The applicant estimated the four-bedroom home will cost approximately $175,000 to construct and appraise in the $225,000 range.

### Zoning updates proposed to accommodate tiny homes

TOPEKA, Kan. — In an effort to expand affordable housing options, city staff presented proposed text amendments that would formally define and regulate tiny homes and alternative factory-built housing. Currently, the city's zoning code only allows site-built homes or federal Department of Housing and Urban Development standard manufactured homes by right in residential districts, forcing non-traditional factory-built homes to undergo arduous planned unit development processes. The proposed amendments aim to close this regulatory gap and make it easier for developers to bring smaller, lower-cost homes to the city.

### Commission debates zoning for hyperscale data centers amid moratorium

TOPEKA, Kan. — The Topeka Planning Commission discussed potential zoning regulations for hyperscale data centers in response to a 12-month city moratorium on new data center applications. The discussion was spurred by Compass Data Centers' proposed 400-megawatt facility just outside city limits in Shawnee County. While the city cannot regulate the county project, planners are actively drafting text amendments to prepare for future city applications. Commissioners and residents discussed requiring conditional use permits, mandating heavy industrial zoning, and addressing concerns regarding potential massive water and energy consumption, noise, and heat generation.

### City considers allowing secondhand and antique shops in NOTO district

TOPEKA, Kan. — Planners are looking to amend city zoning codes to permit secondhand and pawn shops within the X1 mixed-use zoning districts, directly impacting the North Topeka Arts and Entertainment District. The issue was brought to the city's attention after a property owner at 101 NW Central discovered the current code prohibits antique stores from opening in the area. Rather than requiring property owners to undergo complex spot-rezoning to X3 districts, planning staff recommended amending the text to allow secondhand retail by right, preventing barriers to commercial tenancy.

### Historic Old Town Neighborhood Plan Update approved

TOPEKA, Kan. — The commission unanimously approved the Historic Old Town Neighborhood Plan Update, charting the course for more than $1.1 million in DREAMS I infrastructure improvements. The funding will prioritize 26 sidewalk projects, curb and gutter repairs, mill and overlay work and a $70,000 county park allocation. During the public hearing, Historic Old Town Neighborhood Improvement Association representatives voiced concerns about gentrification and displacement, asking the city to track metrics to ensure long-term residents aren't priced out by rising property values.

---

### City annexes 19 acres for church and development site

TOPEKA, Kan. — Nearly 20 acres of land in the city's urban growth tier will be formally annexed into Topeka following a unanimous 6-0 vote by the commission. The 19.35-acre property is owned by Saints Peter and Paul Antiochian Orthodox Christian Church and a limited liability company. The owners consented to the annexation in order to connect the property to city water and sanitary sewer utilities.
