According to an FBI affidavit, agents arrested him Oct. 6 in nearby Richfield after an undercover agent sold him an AK-47 rifle and 200 rounds of ammunition for $600\. Prosecutors say he targeted an Oct. 24 Hmong arts celebration because he expected large crowds. They allege that he told an FBI informant he wanted to kill 30 to 60 people and believed the mall was owned by Jews. Authorities said he had exchanged messages with the informant during an investigation lasting nearly two years and that investigators disrupted the threat before it could be carried out.
