# Pentagon Pulls Bombers From Britain Amid Terror Plot Probe

The Pentagon said Oct. 4 that all U.S. bombers deployed to RAF Fairford had returned home, withdrawing about a dozen B-1s from the British base used for strikes on Iran since March. The withdrawal followed a suspected terror plot investigation that led to six arrests in Britain, although no Iranian link has been publicly confirmed and Tehran denies involvement. Vice President JD Vance chaired an unannounced Oct. 2 meeting at Camp David with senior national security officials on stalled Iran talks and the Saudi-Houthi conflict, Axios reported; no decisions were announced. A third aircraft carrier group, led by the USS Theodore Roosevelt, is expected in the region by mid-November as part of a buildup of up to 10,000 additional troops, according to reports citing U.S. officials. Iranian parliament speaker Mohammad Bagher Ghalibaf said Oct. 4 that the Strait of Hormuz would remain closed until Washington meets seven conditions from a June interim agreement. However, independent tracking firm Kpler reported Gulf crude exports excluding Iran had regained prewar levels in September, with 40% bypassing Hormuz and confirmed crude flows through the strait still more than a quarter below prewar levels.

# Judge Throws Out Evidence After Warrantless License-Plate Search

U.S. District Judge Sara E. Hill in Oklahoma ruled Oct. 1 that a deputy’s warrantless search of license-plate databases violated the Fourth Amendment, which protects people from unreasonable government searches, detentions and property seizures. The Tulsa County deputy followed an SUV because it had California plates and, before observing a traffic violation, queried Flock Safety and similar databases, retrieving more than 50 vehicle sightings over about a month. Hill suppressed the resulting evidence, including about 91 pounds of methamphetamine later found in the vehicle. She described the system as a form of “indiscriminate mass surveillance,” finding that compiling weeks of public-road images into a movement history intruded on a reasonable expectation of privacy. The decision applies reasoning from the Supreme Court’s 2018 Carpenter ruling on cellphone location records to camera networks used by thousands of police departments. It could influence warrant requirements if appeals courts adopt that reasoning, but the ruling binds no other court and does not prohibit license-plate readers generally.

# Supreme Court Opens Term With Test of Climate Lawsuits

The Supreme Court begins its October 2026 term on Oct. 5 with Suncor Energy v. County Commissioners of Boulder County as its first scheduled argument. The case asks whether the city and county of Boulder, Colo., can sue Suncor Energy and Exxon Mobil under Colorado law over the costs of climate change. The local governments allege the companies misled the public about fossil fuels’ dangers and seek money for infrastructure repairs, emergency management and public-health harms. The companies told the justices that nearly 60 state and local governments have filed similar suits, and a ruling in their favor could lead to many of those cases being dismissed. Other cases on the term’s docket concern state bans on AR-15s and similar semiautomatic rifles, certain Department of Homeland Security deportation tactics, and the separation of church and state. The argument was scheduled for Monday morning after this brief was prepared, and a decision is expected by the end of the term in early summer 2027.

# Trump Taps Intelligence Chief to Guide Federal AI Policy

President Donald Trump announced Oct. 4 a federal artificial intelligence task force called the “Super Intelligence Force,” chaired by Director of National Intelligence Jay Clayton. Clayton, a former Securities and Exchange Commission chairman, had been named the administration’s AI czar a day earlier, according to news reports. Federal Trade Commission Chair Andrew Ferguson, Pentagon research chief Emil Michael and Office of Personnel Management Director Scott Kupor will serve as vice chairs, reporting to Trump and chief of staff Susie Wiles. The group has 120 days to assess AI’s risks and opportunities and recommend a federal role, giving intelligence and consumer-protection officials a central place in shaping policy. It will consult consumers, religious groups, AI companies and others, following a week in which Trump signed a voluntary safety pact with AI executives and the FTC opened an investigation into agents acting beyond users’ control. The AI czar position had been vacant since venture capitalist David Sacks, who favored light regulation to help the United States compete with China, moved to an advisory role in March.

# Hegseth Orders Military Stand-Down to Help Troops Vote

Defense Secretary Pete Hegseth on Oct. 2 ordered every military command to hold a one-day stand-down, a pause in normal duties, by Oct. 15 so service members can register, request absentee ballots and vote in the Nov. 3 midterm elections. He said the stand-down would be repeated in every even-numbered election year. In a social media video, Hegseth said voting had been time-consuming and complex for troops, many of whom are stationed far from home. “We’re not telling you who to vote for, but we will give you every opportunity to do so,” he said, while his memo requires all voting assistance activities to remain strictly nonpartisan. A previous military-wide stand-down, ordered by then-Defense Secretary Lloyd Austin in 2021, addressed extremism in the ranks. The order makes dedicated time for voting assistance a recurring Pentagon policy ahead of elections that will decide control of Congress.
