# Debt Tops $40 Trillion as Borrowing Costs Rise

The federal government's total debt reached $40.05 trillion on Tuesday, Aug. 18, crossing $40 trillion for the first time, according to Treasury Department figures. The milestone arrived months earlier than budget forecasters had projected after the Supreme Court struck down tariffs imposed under emergency-powers law, eliminating an estimated $175 billion to $179 billion in collections and allowing importers to seek refunds. Treasury reported a $432.3 billion deficit in July, a year-to-date shortfall approaching $1.8 trillion and nearly $1.2 trillion in interest payments this year, while the government is borrowing about $6 billion a day. Treasury Secretary Scott Bessent also doubled the maximum size of government bond buybacks from $2 billion to at least $4 billion after weaker demand pushed 30-year yields to their highest level since the 2008 financial crisis; yields fell after the announcement. Rising debt-service costs can constrain federal spending and increase borrowing costs that influence mortgages, auto loans and business lending.

# Ex-Fauci Adviser Admits Plot to Hide Federal Records

David Morens, a former senior adviser at the National Institute of Allergy and Infectious Diseases, pleaded guilty Tuesday, Aug. 18, to conspiring to commit offenses and defraud the United States by evading federal records requirements. The Justice Department said Morens and others used his personal Gmail account to hide communications about efforts to restore a terminated coronavirus research grant held by EcoHealth Alliance, which had issued a subaward to the Wuhan Institute of Virology. Congressional records show Morens exchanged information with EcoHealth President Peter Daszak through personal email while assisting efforts to restore the organization's funding. His plea also covers a conspiracy involving illegal gratuities, including wine supplied by a grant recipient while Morens discussed an official act he could perform in return, according to prosecutors. Morens faces up to five years in prison and is scheduled to be sentenced Nov. 12, while former NIAID Director Anthony Fauci was not charged in the case. The prosecution underscores the legal obligations federal employees face to preserve official communications and comply with public-records laws.

# FTC Proposal Would Require Personalized Pricing Disclosures

The Federal Trade Commission voted 2-0 Wednesday to release a draft enforcement policy statement on personalized pricing and opened it for 30 days of public comment. The draft says companies likely violate the FTC Act when they use a shopper's personal data to set an individualized price without disclosing the practice, and the commission said it intends to direct enforcement resources accordingly. The proposal is not in force, is not a formal regulation and would not ban personalized pricing, which the agency acknowledged Congress has not authorized it to prohibit outright. Retailers, travel sites, grocery apps and other platforms using customer data to set prices could face enforcement if they do not tell shoppers that prices are tailored. The proposal would establish the federal government's first formal position on the practice and could give consumers more information about whether others are seeing different prices.

# LandSpace Booster Landing Narrows China's Reuse Gap

Private Chinese launch company LandSpace placed the Honghu-03 satellite in orbit Wednesday, Aug. 19, and returned the first stage of its Zhuque-3 rocket to a vertical landing in Gansu province. The flight marked the first recovery of an orbital-class booster by a Chinese company and made LandSpace the fourth entity worldwide to achieve such a landing, after SpaceX, Blue Origin and Rocket Lab. The 217-foot Zhuque-3 uses a stainless-steel airframe and methane-oxygen engines, distinguishing it from SpaceX's kerosene-fueled Falcon 9\. The landing came on the rocket's second orbital flight after an earlier reusable test vehicle was lost in an explosion. Chinese commercial launch companies are pursuing reusable rockets to support the planned Guowang and Qianfan broadband constellations, which require more frequent launches at lower cost. The achievement could reduce a reusable-launch gap that has helped support U.S. commercial and national-security advantages in space.

# Liberia Agrees to Take Up to 1,200 U.S. Deportees

Liberia has agreed to receive as many as 1,200 people deported from the United States who are not Liberian nationals under a 12-month arrangement disclosed Wednesday. Officials said the group could include people from Africa, North America, South America and the Caribbean, with an initial 20 deportees expected Thursday, Aug. 20, though their arrival had not been confirmed early that day. Liberian officials said those sent to the country would be treated as guests and could seek protection there or leave. The arrangement is among the largest third-country deportation agreements reached by the Trump administration, which has made similar deals with several African governments for people whose home countries will not accept them. The policy's reliance on countries with no prior connection to the deportees has prompted U.S. litigation over due process and protections against returning people to danger. Reported financial and visa terms associated with the agreement had not been independently confirmed.

In Canton, Ohio, owners of four Ohio League teams formed the American Professional Football Conference, bringing order to a chaotic patchwork of semi-pro clubs and escalating salaries. Led by Jim Thorpe as its first president, this new organization laid the groundwork for what soon became the National Football League.
