# Kansas Joins Seven States Suing OpenAI Over Child Safety

TOPEKA, Kan. — Attorney General Kris Kobach announced Oct. 14 that Kansas had sued OpenAI over alleged deception about ChatGPT’s safety for children, joining separate, coordinated state-court actions by Arizona, Arkansas, Idaho, Iowa, Montana, Nebraska and West Virginia. Kansas’ 72-page petition alleges six Kansas Consumer Protection Act violations involving deceptive marketing, concealed dangers and unconscionable practices, including claims that OpenAI marketed ChatGPT as safe for teenagers and collected personal information from children under 13 without adequate age checks; it also cites a separate lawsuit by a Kansas teenager’s parents alleging the chatbot encouraged suicide before their child’s death. At an Iowa news conference with Kobach, Nebraska Attorney General Mike Hilgers and West Virginia Attorney General JB McCuskey, Iowa Attorney General Brenna Bird alleged the chatbot’s overly agreeable design and imitation of human compassion exposed users to encouragement of suicide and violence and dangerous medical advice; the allegations remain unproven, and OpenAI said it had built industry-leading protections for younger users.

The states seek civil penalties, damages, surrender of profits allegedly earned from harmed minors and court-ordered safeguards, with CNBC reporting that some complaints also seek to halt development of self-improving models until OpenAI demonstrates alignment with human values. The cases test state consumer-protection laws while federal rules remain unsettled, following Florida’s first state lawsuit in June and an Oct. 13 federal class action over children’s data in San Francisco, where OpenAI is based; officials said more states could sue and litigation would provide access to internal documents. Kobach said the states would not wait for Congress to legislate, announcing the Kansas case less than three weeks before the Republican faces Democrat Chris Mann in the Nov. 3 attorney general election.

# Forbes Field Data Center Plan Draws Transparency Questions

TOPEKA, Kan. — The Metropolitan Topeka Airport Authority presented a data center proposal to the City Council on Oct. 13 for about 30 to 40 acres on the south side of Forbes Field, the former Air Force base that now serves as an airport south of the city. The first phase would include two buildings of about 150,000 square feet each and an on-site electrical substation serving a roughly 75- to 80-megawatt facility, which the authority said would not be a hyperscale data center. The authority has not identified the developer, who has no tenant lined up, and said it would offer no incentives, leaving utility-extension costs to the developer. Several council members questioned the lack of disclosure, and Mayor Spencer Duncan said the developer’s identity could not remain private indefinitely and called for an honest conversation with residents. Topeka imposed a 12-month pause on data center applications in July and has ruled out extending additional water service to them, but the airport property is outside city limits, with an application expected in Shawnee County in spring 2027 after the county’s pause expires in February. The proposal comes as communities from Butler County to Topeka weigh potential property tax revenue and construction jobs against electricity and water demands, making the airport project an early test of development review after the capital area’s pauses expire.

# Greeneye Picks Salina for North American Headquarters

SALINA, Kan. — Greeneye Technology, a Tel Aviv, Israel-based company founded in 2017, announced Oct. 13 that it is establishing its North American headquarters in Salina to support technology that uses artificial-intelligence cameras and software to target individual weeds instead of spraying entire fields. The facility at 1820 Clay Ridge Court in the Salina Regional Airport industrial area will begin hiring immediately, with a ribbon-cutting planned for early 2027\. The company says its systems treated more than 500,000 acres across 12 states in 2026 and reduced use of non-residual herbicides, which do not remain active in soil, by an average of 81%; those figures have not been independently verified. General Manager Keith Crow cited proximity to growers, testing land, transportation routes and university talent, saying Salina puts about 80% of the United States within two days’ reach for parts and service. Published reports did not specify the number of jobs or the investment amount. The headquarters adds a technology employer to Salina’s airport industrial area, while targeted spraying could reduce farmers’ herbicide costs and chemical use.

# Kansas Sets Chiefs Stadium Tax District Across Six Cities

TOPEKA, Kan. — Lt. Gov. and Commerce Secretary David Toland published the Chiefs’ STAR bond district boundaries Oct. 13, covering parts of Kansas City, Kansas, Bonner Springs, Edwardsville, Shawnee, Lenexa and Olathe in Wyandotte and Johnson counties. STAR bonds, or sales tax and revenue bonds, use sales tax growth to repay development debt, and Commerce said this map pledges new state sales tax revenue without changing local revenue pledges, directing that growth toward the project rather than the state’s general budget. The district excludes the University of Kansas Medical Center complex and surrounding area, a predominantly vacant portion of Shawnee and existing STAR bond districts. The financing supports a roughly $3 billion domed stadium in Wyandotte County and a headquarters and training facility in Olathe, part of a roughly $4 billion public-private project that includes about $1 billion in mixed-use development and a planned 2031 start for Chiefs games in Kansas. Officials said the boundaries aim to maximize economic impact and repay bonds quickly, while a preliminary January map that the Johnson County Post calculated at more than 290 square miles drew objections from some Shawnee officials and Wyandotte County residents. The final map arrived four days after the Unified Government of Wyandotte County and Kansas City, Kansas, sued the state over the law creating the authority that will own the stadium, a case that remains pending.

# KDOT Plans Early I-70 Reopening Through Downtown Topeka

TOPEKA, Kan. — The Kansas Department of Transportation said Oct. 14 it plans to partially reopen Interstate 70 through downtown Topeka on Friday, Oct. 16, about two months ahead of schedule, if weather and conditions permit. Westbound traffic is expected to resume around noon and eastbound traffic around 4 p.m., with one lane in each direction sharing the new eastbound bridge from just west of Topeka Boulevard to about Eighth Avenue. The Eighth Avenue ramp to westbound I-70 will remain closed, and the temporary traffic configuration is expected to last through late 2027 as construction continues. The stretch has been fully closed since June for the $239 million Polk-Quincy Viaduct replacement, detouring freight and travelers for four months along Kansas’ main east-west route. Reopening would restore a downtown route, but KDOT warned of slowdowns during busy periods and recommended I-470 as an alternative. Kansas Avenue also faces a temporary closure in early 2027, and the planned Friday reopening remains subject to change.
