# Cook Moves Kansas Senate Race to Toss-Up

TOPEKA, Kan. — The nonpartisan Cook Political Report moved the U.S. Senate race between Republican Sen. Roger Marshall and Democrat Adam Hamilton from “Lean Republican” to “Toss Up” on Oct. 6, following a Sept. 23 shift from “Likely Republican” to “Lean Republican.” Cook now projects Democrats could gain two to six Senate seats nationwide, putting within reach the four-seat net gain they need to take control of the chamber from Republicans, who currently hold 53 of its 100 seats. Cook’s Senate analyst cautioned that Democrats face a difficult contest in a state President Donald Trump carried by 16 points in 2024, while South Carolina Sen. Tim Scott, who leads Senate Republicans’ campaign committee, expressed confidence Marshall would win. The few published polls disagree: a September FOX4 poll put Hamilton narrowly ahead within the margin of error, a campaign-released survey gave him a 5-point lead, and another public poll put Marshall ahead 49% to 44%. Kansas has not elected a Democratic senator since 1932, and Marshall is seeking a second term against Hamilton, a former registered Republican running as a centrist and the longtime pastor of the large, Leawood-based Church of the Resurrection, a United Methodist congregation. The rating is a forecast, but such changes can influence national party and donor spending before the Nov. 3 election, when a close Kansas contest could help determine Senate control.

# Kelly Rejects Kansas Dyed Diesel Waiver

TOPEKA, Kan. — Gov. Laura Kelly will not authorize red-dyed diesel in Kansas highway vehicles, KSN reported, after President Donald Trump signed an Oct. 5 executive order at a Grand Island, Neb., rally temporarily permitting its highway use at the federal level through Dec. 31\. The fuel is dyed to identify its tax-exempt use in tractors and other off-road equipment, and Trump’s order directs the Treasury Department to defer the 24.4-cent-per-gallon federal highway tax while leaving state restrictions intact. State Sen. Stephen Owens requested a matching Kansas waiver through year’s end, but Kelly called the order an “election year gimmick” unlikely to lower prices, said it could not legally operate in Kansas as written and cited Highway Patrol concerns about enforcement after the waiver expires. Trump predicted millions in savings for farmers and more than $100 per trucker’s fill-up, while Kansas State University agricultural economist Gregg Ibendahl estimated roughly $100 in savings for a grain farm over three months because about four-fifths of its diesel use already involves dyed fuel. A Kansas fuel industry group warned Oct. 8 that Highway Patrol fines remain possible for drivers using dyed diesel in unauthorized vehicles, WIBW reported. With sharply higher diesel prices raising costs for farmers, truckers and transported goods, Kansas’ restrictions leave highway users without access to the federal measure as state officials weigh the issue during election season.

# Polo’s Rains Ease Western Kansas Drought

HAYS, Kan. — Heavy rain from Hurricane Polo’s remnants eased drought across central and western Kansas, with parts of the western half improving two categories in the U.S. Drought Monitor released Oct. 8\. The report described “robust improvement” after many areas received about 3 inches of rain and some recorded more than 6 inches. The map reflects conditions as of Oct. 6 and shows nearly all counties in Kansas’ northern third free of drought, with moderate drought remaining in parts of the far northwest, Hays Post reported. In its Oct. 1 update, the National Weather Service in Wichita reported about 23% of Kansas in severe drought and nearly three-quarters in drought or abnormally dry conditions, with the worst conditions in the south. The rain arrives as farmers plant the 2027 winter wheat crop following a drought-damaged 2026 harvest USDA estimated at 200.6 million bushels, down 42%. Updated weekly, the map excludes showers after Oct. 6 and does not establish that the dry spell has ended.

# Kansas City Approves Royals Stadium Financing

KANSAS CITY, Mo. — The City Council approved financing Oct. 8 for a Royals ballpark at Crown Center just south of downtown, voting 13-0 to rezone about 68 acres and 11-2 each for a tax-increment financing plan and bond authorization. The package authorizes roughly $615 million in bonds, including $537 million for the ballpark, team offices and infrastructure, and commits 30 years of tax growth to debt repayment. A city forecast projects just over $1.4 billion in revenue against $1.393 billion in debt payments, assuming attendance near 26,000 per game, about 20% above the Royals’ 2025 average of 21,590\. An outside public-finance professor told KCUR the public needs more detail to evaluate those assumptions. The Royals explored an Overland Park site without reaching a Kansas STAR bond deal, while the Kansas City council approved financing without a public vote; Ballpark Digest reported that a qualified ballot initiative requiring voter approval of new sports subsidies might not cover the deal. Across the state line, Wyandotte County commissioners retained approval conditions for the Chiefs’ stadium financing by withdrawing a proposed revision and separately voted 9-0 to opt out of parts of the state stadium law.

# USDA Issues Conservation Payments, Projects Record Crop Support

WASHINGTON — The Agriculture Department said Oct. 8 it is issuing about $1.8 billion to farmers and landowners for 2026 participation in the Conservation Reserve Program, which pays participants to conserve environmentally sensitive land, including by keeping it out of crop production. Agriculture Secretary Brooke Rollins linked the payments to efforts to rebuild the nation’s cattle herd, citing nearly 1 million newly enrolled grassland acres available for grazing. A day earlier, USDA projected about $13.8 billion in gross payments for the 2025 crop year through Agriculture Risk Coverage and Price Loss Coverage, the largest annual amount since Congress created the programs in the 2014 farm bill. Those programs pay when crop revenues or prices fall below established benchmarks, providing support as Midwest and Plains farmers harvest amid high diesel costs. Those costs prompted Trump’s Oct. 5 order temporarily expanding highway access to dyed diesel with federal taxes deferred, subject to state restrictions. The payments arrive weeks before midterm elections in agricultural states such as Iowa, where diesel costs surfaced in this week’s U.S. Senate debate.
