WICHITA, Kan. — The Department of Homeland Security told the U.S. Attorney’s Office for Kansas on Sept. 29 that Immigration and Customs Enforcement agents arrested 104 people during Operation Safe Community – Kansas, a Sept. 22-24 operation centered on southwest Kansas, providing the first official count after organizers estimated more than 50 detentions. U.S. Attorney Ryan A. Kriegshauser said agents targeted specific people, including some convicted of murder, assault or rape; federal officials also cited domestic battery, aggravated battery, criminal threat, weapons charges and fleeing or eluding police. # Marshall, Hamilton Agree to Statewide TV Debate

KANSAS — Republican U.S. Sen. Roger Marshall and Democratic challenger Adam Hamilton have agreed to a televised debate from 7 to 8 p.m. Central time Oct. 21, Kansas news outlets reported Sept. 29\. FOX4’s John Holt will moderate “Debate Night in Kansas” from WDAF-TV’s Kansas City studio, with live broadcasts on Nexstar’s FOX4, KSN in Wichita, KSNT in Topeka and KSNF in Joplin, Missouri, reaching nearly 95% of Kansas. Hamilton’s campaign challenged Marshall’s eligibility under Nexstar’s requirement that candidates raise at least 25% of campaign funds from in-state donors, while Marshall’s campaign accused Hamilton of avoiding a debate without supporters present; Nexstar granted Marshall an exception, citing the public interest in including the incumbent senator. # Kelly Orders 10-Year Plan for Aging Kansans

LAWRENCE, Kan. — Gov. Laura Kelly signed an executive order Sept. 29 at the Kansas Governor’s Conference on Aging directing state agencies and community partners to develop a 10-year plan for the state’s growing older population. Kelly said agencies responsible for transportation, housing, workforce and health care currently plan separately and need to coordinate their work. Andy Brown, deputy secretary of the Kansas Department for Aging and Disability Services, said every sector has a role in aging and called for participation across the state. Kansas already has a four-year State Plan on Aging for 2026-2029 administered by the department, and the new effort brings additional agencies into that work. Kelly is term-limited and leaves office in January 2027, leaving implementation to the winner of the Nov. 3 governor’s race between Republican Ty Masterson and Democrat Cindy Holscher. Decisions about housing, transportation and the caregiving workforce will help determine whether older Kansans can remain in their homes and communities.

# Transgender Kansans Describe SB 244’s Effects as Hearing Opens

LAWRENCE, Kan. — Four transgender men and one intersex woman testified Sept. 29 before Douglas County District Judge James McCabria about surrendering driver’s licenses, restroom restrictions and fears of being identified as transgender against their wishes under SB 244, the Lawrence Journal-World reported. The 2026 law bars transgender people from using restrooms on government property that match their gender identity, invalidates licenses with gender markers updated to reflect that identity and permits private lawsuits seeking $1,000 over alleged restroom violations, according to the ACLU of Kansas. State attorneys sought to establish during cross-examination that some plaintiffs had mental health conditions before the law took effect and had publicly posted about being transgender. The ACLU, ACLU of Kansas and Ballard Spahr brought Doe v. State of Kansas, arguing that the law violates state constitutional protections for personal autonomy, privacy, equal treatment, due process and free speech. # Joby Brings Autonomous Flight Demonstration to Wichita

WICHITA, Kan. — Joby Aviation flew a Cessna 208 Caravan equipped with its autonomous flight system over Wichita on Sept. 28 and landed for a public demonstration at the Kansas Aviation Museum, KSN and KWCH reported. KWCH described a system capable of nearly all normal piloting tasks except talking to air traffic control, including taxiing, avoiding obstacles, recognizing runway and taxiway layouts, following controllers’ instructions and checking for traffic before taking off automatically. Cameras, radar and other sensors monitor fuel in each wing, detect icing and activate de-icing, and the system is designed to handle normal and emergency procedures, the station reported. KWCH reported that the aircraft is expected to begin emergency and cargo missions within the next few years, with Wichita the latest stop on a national tour and Oklahoma City next. Textron Aviation, whose Cessna brand manufactures the Caravan, is headquartered in Wichita. A shift toward autonomous cargo and emergency flights could affect manufacturers, suppliers and flight-training programs in a city whose economy depends heavily on building and flying aircraft.
