# Justice Department Sues Kansas City, Kansas, District

KANSAS CITY, Kan. — The U.S. Department of Justice sued Kansas City, Kansas, Public Schools on Sept. 1, alleging the district's guidance for transgender and gender-nonconforming students violates two federal parental-rights laws. The department says the guidance allows staff to plan around a student's preferred name, gender and pronouns without including parents at the student's request, a practice it characterizes as facilitating secret gender transitions. The lawsuit follows U.S. Department of Education findings that the district was out of compliance with the Family Educational Rights and Privacy Act and the Protection of Pupil Rights Amendment, but those agency findings are not court rulings. USD 500 denied the allegations, said it complies with both laws and expressed disappointment with the lawsuit, which remains at the filing stage. Because the district is Kansas' fifth-largest, the case could affect how schools beyond Wyandotte County handle student information if it leads to a judgment or settlement requiring policy changes.

# USDA Pledges Up to $500 Million for Beef Processors

WASHINGTON — Agriculture Secretary Brooke Rollins announced a program Aug. 31 that USDA says will direct up to $500 million to independent and regional beef processing plants. The Ranchers First initiative also includes guaranteed loans for processor cooperatives and small-plant expansions, expanded use of federal disaster-recovery money on certain conservation acres, and a new office for beginning and veteran farmers. USDA presented the package as a continuation of its October 2025 beef industry plan and the $60 million Meat and Poultry Processing Expansion Program announced June 30\. The announcement comes as the national cattle herd sits at a 75-year low and Tyson Foods plans to consolidate its beef business around three plants, including its Holcomb, Kan. facility, after closing operations in Illinois and Utah. For southwest Kansas feedyards facing a market with fewer buyers, the program could help create competing regional capacity, though its effect will not be clear until grants are awarded.

# Kansas Turnpike Tolls Begin Three-Year Climb

WICHITA, Kan. — Kansas Turnpike toll increases took effect Sept. 1, marking the first rate change since 2022 and the start of three annual adjustments approved by the Kansas Turnpike Authority. Passenger vehicles with one to four axles will see rates rise 3% each year, while rates for commercial trucks with five or more axles will increase 4% annually. A trip that previously cost $12 now costs about 35 cents more. The authority, which receives no state tax money, says the higher tolls will help finance a roughly $500 million plan through fiscal 2030 for resurfacing, bridge repairs, service-area redevelopment, technology upgrades and widening along high-traffic stretches of Interstate 70\. The increases place more of the cost of maintaining the heavily traveled route among Kansas City, Topeka and Wichita on turnpike users rather than the state budget.

# Kansas Attorney General Race Tightens

TOPEKA, Kan. — Sabato's Crystal Ball has shifted its rating of the Kansas attorney general's race from Likely Republican to Leans Republican, moving the contest one step closer to a toss-up while still favoring Republican Attorney General Kris Kobach. The race is a rematch of 2022, when Kobach defeated Democrat Chris Mann 50.8% to 49.2% in Kansas' closest statewide contest that year. Mann's campaign says it raised about $787,000 from Jan. 1 through July 23, roughly four times Kobach's reported total for the same period, though each entered the fall with about $600,000 in cash on hand. Kobach is campaigning on his record, including his assertion that Kansas' crime rate has fallen to a 20-year low, while Mann is challenging that record; neither campaign's characterization has been independently verified here. The Nov. 3 election will determine who directs the state's litigation and defense of Kansas laws.

# Chiefs, Hunt Midwest Launch Development Venture

KANSAS CITY, Kan. — The Kansas City Chiefs, owned by the Hunt family, and Kansas City-based real estate developer Hunt Midwest have formed Two-Point Development, a joint venture that will master-plan mixed-use districts around the team's proposed Kansas stadium and Olathe headquarters. The company will oversee architects, engineers, land planners and general contractors for a district surrounding a roughly $3 billion domed stadium at 126th Street and State Avenue and another around a roughly $300 million headquarters and practice facility on about 165 acres at College Boulevard and Ridgeview Road. The venture's name refers to Chiefs founder Lamar Hunt's advocacy for the two-point conversion in professional football. Both projects rely on public financing approved in February, including STAR bonds in Wyandotte County and local sales and hotel tax revenue pledged by Olathe. No construction start date, development application or value for the joint venture has been announced, leaving the planned 2031 stadium opening as a target while Two-Point Development prepares to guide development around two projects backed by public financing.
