The agreement resolves claims by Kansas, 46 other states and four U.S. territories that Meta deliberately made Instagram addictive, exposed young users to mental-health harms and misled the public about its platforms’ safety for children. Meta will pay at least $12.1 billion over 10 years, with the widely cited $17.1 billion total possible only if other large social media companies adopt comparable youth protections, a condition that has not been met. The settlement also requires Meta to add safety features for minors on Instagram and Facebook. Kobach and Missouri Attorney General Catherine Hanaway, whose state expects $100 million to $150 million, described the agreement as one of the largest state consumer-protection settlements in U.S. history, behind the tobacco settlements of the 1990s; Kobach called it “the largest Big Tech accountability victory in history.” The recovery far exceeds recent Kansas consumer-protection settlements, and the Legislature will decide how to spend the money. Protect the Heartland, a group of El Dorado and Butler County residents, submitted more than 700 signatures for the citizen-initiated ordinance in June, but the commission rejected the petition as invalid and sought a district court review. After a judge ruled for the petitioners, the city acknowledged an Aug. 20 court order requiring a vote, and commissioners approved ballot language defining the covered facilities and the ban’s duration. The ban is not in effect, and voters in the city of roughly 13,000 people about 30 miles east of Wichita will decide the question Nov. 3\. The election comes amid a statewide debate over hyperscale data centers, which promise construction jobs and property-tax revenue but draw concerns from some about electricity, water, noise and land use. If the question remains on the ballot, El Dorado would be the first Kansas city where voters, rather than a commission or planning board, decide whether such a facility may be built. KSN · KWCH · KAKE · KSHB --- # Bowersock Failure Displaces KU Rowing LAWRENCE, Kan. — The University of Kansas rowing team will practice at Clinton Lake for the foreseeable future after damage to Bowersock Dam dropped the Kansas River pool and stranded operations at the team’s boathouse. KU installed its own courtesy dock at Clinton Lake’s Boat Ramp 1 instead of using existing public docks and ramps, and people with kayaks, canoes and other small craft may use the new dock. Large amounts of floating trees and debris punctured one of four inflatable rubber bladders atop the concrete dam earlier in August. The No. 2 bladder tore from end to end, lowering the water by about 6 feet and exposing broad stretches of muddy bank. Bowersock is not a flood-control structure; it supplies the only hydroelectric plant in Kansas and maintains enough depth for one of Lawrence’s two water treatment plants to draw raw water. The city can still draw water at the lower level, though conditions are not ideal, and no repair date has been announced as the failure affects college athletics, public recreation and a municipal water intake serving about 95,000 people. Lawrence Journal-World --- # Riley County Group Targets Plate-Reader Cameras MANHATTAN, Kan. — DeFlock Riley County, a newly formed residents’ group, held its first public meeting Wednesday, Aug. 26, to explain local surveillance-camera use, recruit volunteers and campaign for the cameras’ removal. Riley County has at least 11 Flock Safety cameras and potentially dozens of other surveillance devices, according to organizers. Flock’s automated license-plate readers photograph passing vehicles and store plate numbers with the time and location in a database that police agencies can search. The Riley County Police Department said the system has produced more than 150 investigative successes and that officers search for vehicles connected to crimes rather than tracking drivers at will. Similar opposition has emerged in the Kansas City area, and Gardner turned off its license-plate reader earlier this month. Organizers plan to meet monthly, bringing public debate to systems that many Kansas communities acquired through routine police purchasing decisions rather than public votes. WIBW · KSHB · KSN --- # Judge Merges Challenges to Kansas Transgender ID Law LAWRENCE, Kan. — Douglas County District Judge James McCabria consolidated a challenge to Kansas driver’s license rules with a separate case over the same law’s restroom restrictions and scheduled a trial on the statute’s validity for September. Senate Bill 244, which took effect in February, requires the sex on a Kansas driver’s license to match the sex recorded at birth, invalidates licenses changed earlier, restricts which public restrooms transgender people may use in government buildings and allows private individuals to seek $1,000 from someone they believe violated the restroom provision. About 1,700 Kansans had their licenses invalidated, according to March reporting, and Kansas is the only state reported to have canceled identification documents retroactively in this way. Lead plaintiff Jamie Miller of Lawrence, a military veteran with a court order identifying her as female, had her license restored Aug. 17 after McCabria wrote that the state likely violated her due-process rights and said his decision addressed the process, not the dispute’s underlying subject. The order applies only to Miller, leaving hundreds of other Kansans without valid state identification while the consolidated case proceeds against Attorney General Kris Kobach and the state. The September trial will address whether the law itself can stand, but no decision on that question has been made.
