South Hutchinson's City Council voted 5-0 Monday, Oct. 12, to establish a KPERS 401(a) retirement plan, one of several unanimous actions in a half-hour meeting, according to draft minutes in the Oct. 26 agenda packet.

With all five members present, the council approved Resolution 26-18 on a motion by council member Elliott, seconded by council member Pettay. The minutes do not say who the plan covers, what the city will contribute or why the council adopted it now.

The council approved, 5-0, a supplemental agreement with Wichita-based Professional Engineering Consultants, or PEC, for a digester survey and grading, on a motion by council member Cokeley, seconded by Elliott. The minutes list no cost or scope for the work.

In a separate 5-0 vote on a motion by Elliott, seconded by council member Griffin, council members tabled a different PEC agreement, for what the minutes call CE services, until a future meeting to gather more information.

On a 5-0 vote, the council granted a conditional use permit, which lets the city allow a specific use on a property under set conditions, for a shipping container on an R-2 residential lot at 112 E. Forest Ave. Elliott moved and council member Gaines seconded. The permit requires the container to be anchored as the Planning Board recommended.

Renters of the property attended and said the container would be beige or light-colored and nothing out of the ordinary, according to the minutes.

On the consent agenda, a package of routine items approved in a single vote, the council granted a 90-day hardship extension for an RV permit at 28 E. Sixth Ave., 5-0, on a motion by Elliott, seconded by Griffin. The minutes do not describe the hardship or say when the extension expires.
