The commission opted not to cover the costs on the advice of its own legal counsel, County Counselor Nathan Foreman. --- ### Commission approves conditional use permit for Arkalon Ethanol expansion SEWARD COUNTY, Kan. - A conditional use permit allowing Arkalon Ethanol LLC to construct four 180-foot by 400-foot hoop buildings, a bale storage pad and a scale house was approved by the commission. The approval includes five stipulations, notably an agreement to address heavy wear and tear on Road P expected from an estimated 3,000 additional trucks hauling grain and hay. Representatives for the ethanol plant agreed to provide material to help maintain the first mile of the road off U.S. Highway 54, while County Road and Bridge Supervisor Tony Herrman will continue evaluating long-term road maintenance solutions. --- ### Initial steps taken to establish Rural Housing Incentive District SEWARD COUNTY, Kan. - Commissioners approved Resolution 2026-17 establishing a Rural Housing Incentive District program, moving the county one step closer to new housing development. Under the district structure, developers can front the infrastructure costs and recoup the investment through incremental property taxes generated by the new homes. Seward County Development Corporation Executive Director Eli Svaty presented the program and estimated the projects could pay back initial phase costs within six to 13 years — well under the state's 25-year maximum — without the county having to act as the primary investor. --- ### Lack of qualified applicants prompts adjustments in juvenile services SEWARD COUNTY, Kan. - Providing clarification to the commission on the position of a full-time juvenile intake and assessment officer, Juvenile Community Corrections & Prevention Services (JCAPS) Director Chelsea Droste outlined the department's ongoing hiring challenges. The department received zero applicants with the required bachelor's degree for a vacant juvenile supervision officer position over several months. Consequently, the intake position's duties and educational requirements were legally adjusted under state standards to offset the workload and keep the department functioning efficiently. --- ### Health department secures WIC contract amid state transitions SEWARD COUNTY, Kan. - The Seward County Health Department received approval to sign the federal fiscal year 2027 breast feeding peer counselor contract and the FFY 2027 Women, Infants and Children (WIC) contract with the state. Health Department Director Brie Greeson noted that the Kansas Department of Health and Environment is changing its funding award timeline and aims to transition from 60 fiscal operating WIC agencies to a 30-agency regional model by 2030\.
