Senator Marshall: It’s Time to Bust The Rescissions Package Myths

When the people of Kansas reach out to my office, we listen. This past week, we received numerous questions about what the rescissions package, recently passed by Congress, actually does.
First and foremost, it cuts $9 billion in waste, fraud, and abuse. Nearly $8 billion of this amount formerly belonged to the U.S. Agency for International Development (USAID), which President Trump dismantled after uncovering that the agency was using taxpayer dollars to fund outrageous DEI schemes across the world.
But let’s clear up some other things:
Myth: The rescissions package cuts commodity-based food aid.
Fact: The rescissions package explicitly exempts these programs, stating that none of the funds rescinded shall affect the administration of United States commodity-based food aid, including the Food for Peace program and the McGovern-Dole International Food for Education and Child Nutrition Program.
Myth: The rescissions package leaves foreign aid priorities unfunded.
Fact: After the rescission, there will still be $38 billion in unspent funding for foreign aid. Additionally, the bill fully protects PEPFAR and ensures lifesaving HIV/AIDS programs will continue to be administered.
Myth: The rescissions package guts emergency response infrastructure, specifically as it relates to severe weather.
Fact: The Department of Homeland Security and the Federal Emergency Management Agency will continue to fund these critically important entities. The funding cuts to NPR and PBS are NOT part of this system.
