The increases will affect water, sewer and solid waste collection, while stormwater fees will remain unchanged for another year. Notably, the ordinance introduces a new fee for the city's compost facility, a measure requested by wastewater and water treatment plant administration to cover ongoing operational costs. --- ### Micro food processing ordinance moves forward SCOTTSBLUFF, Neb. — An ordinance to allow non-meat micro food processing in the C1 central business district passed its second reading, paving the way for a new agricultural business. According to the proposal, the facility will act as a United States Department of Agriculture-inspected hub where local farmers can mill grains and process fresh produce for regional grocery stores. The space will also be available for other local growers to process and package their own goods without needing to invest in their own expensive processing facilities. --- ### Council finalizes rules for e-bikes and scooters SCOTTSBLUFF, Neb. — Following months of discussion, the Scottsbluff City Council passed the third and final reading of an ordinance regulating electric bicycles, scooters, minibikes, golf carts and one-wheeled motorized boards. The new rules allow e-bikes to operate similarly to traditional bicycles in the downtown area and permit their use on the Monument Valley Pathway. The ordinance also grants the Scottsbluff Police Department the authority to impound devices for up to six months if they are operated recklessly by either juveniles or adults. --- ### Adult flag football league returns to Lacey Park SCOTTSBLUFF, Neb. — The Scottsbluff City Council unanimously approved a non-exclusive license and management agreement with Jeremiah Stovall to host an adult flag football league at Lacey Park. The city will collect a fee and provide the field and lighting on Thursday nights for approximately three months. Organizers hope to expand the league's team roster following a smaller inaugural season last year. --- ### Inaugural Zoo Fest draws estimated 1,500 attendees SCOTTSBLUFF, Neb. — Scottsbluff City Council members celebrated the success of the city's first Zoo Fest, which drew an estimated crowd of 1,500 people over the weekend at the Riverside Discovery Center. The event featured live bands, a dino dig, bounce houses and a tiger feeding demonstration provided by Riverside Discovery Center staff.
