### Consultant presents comprehensive utility rate study to Rock Springs City Council

ROCK SPRINGS, Wyo. — Consultant Todd Cristiano of Raftelis, a management consulting firm, presented the findings of a year-long financial plan and rate study for Rock Springs' water, wastewater and stormwater utilities. The presentation, which builds on initial discussions from last August, outlined how the City of Rock Springs will structure customer rates to proportionally assign costs while adequately funding capital improvements, operations and maintenance for the next decade.

### Sewer utility slated for 9 percent annual revenue adjustment

ROCK SPRINGS, Wyo. — Rock Springs residents will also see adjustments to wastewater utility funding, as consultants outlined a 9 percent annual revenue adjustment for the sewer utility. Similar to the water financial plan, the sewer adjustments will allow the City of Rock Springs to build necessary reserves for future capital projects over the next decade while maintaining target debt service coverage without the use of Sweetwater County Specific Purpose Tax funds.

### Proposed Rock Springs water rates fall in middle of regional pack

ROCK SPRINGS, Wyo. — Under the newly developed rate structure, a typical Rock Springs residential customer using 1,200 cubic feet of water with a standard three-quarter-inch meter will pay $61.31\. Consultant Todd Cristiano noted that this proposed rate places Rock Springs comfortably in the middle of the pack when compared to current utility rates in peer Wyoming communities—such as Casper, Rawlins, Laramie, Lander, Cheyenne, Cody, Gillette, and Riverton—though other cities may still adjust their future rates.
