Petitions may be circulated immediately ahead of the April 6, 2027, consolidated election. Candidate filing will be accepted at the city clerk's office from Oct. 19 through Oct. 23, and will conclude after the weekend on Monday, Oct. 26\. Additional election information and filing resources are available through the Illinois State Board of Elections and the Ogle County elections website. --- ### Fire chief commended for wildfire deployment Rochelle Fire Chief Dave Sawlsville was publicly commended during Monday's city council meeting for his recent deployment to assist with combating wildland fires. City officials noted that Sawlsville's selection for the deployment speaks to his high caliber and expertise in fire management. The chief has safely returned to Rochelle following the operation. --- ### Council approves resident-only parking along Ninth Avenue The city council unanimously approved an ordinance designating the south side of Ninth Avenue between Third Street and Main Street as resident-only parking. According to the meeting agenda, employees, patients, and visitors to Rochelle Community Hospital frequently occupy the limited street parking, creating inconveniences for residents living along the narrow avenue. The new restriction, which affects approximately six parking spaces, will be enforced via posted signage. --- ### Council greenlights late summer downtown festivals The city council unanimously approved special event requests for two upcoming community events as part of Monday's consent agenda. The Lincoln Highway Heritage Festival is scheduled to take place downtown from Aug. 14 through Aug. 16, followed by Peanut Days on Sept. 4 and Sept. 5\. Both events will feature standard street closures and municipal support to accommodate the annual festivities. --- ### IDOT proposes Hickory Grove site for Route 251 stormwater detention Representatives from the Illinois Department of Transportation presented a proposal Monday to construct a stormwater detention facility on the eastern half of the former Hickory Grove Banquet and Conference Center property. IDOT engineers said the project, which will also convert the green area around a nearby cul-de-sac into detention space, is designed to support the upcoming reconstruction of Illinois Route 251\. City officials are expected to vote on granting a property easement for the facility footprint at an upcoming meeting. --- ### Detention project aims to alleviate Route 38 and Route 251 flooding The proposed Hickory Grove stormwater detention pond is expected to mitigate severe, recurring flooding at the intersection of Illinois Route 38 and Illinois Route 251\. IDOT engineers noted the intersection amassed about 3 feet of water during an extreme storm in 2024 and frequently floods during lesser weather events. Under the proposed plan, underground pipes will convey stormwater from the intersection's northeast quadrant to the new detention facility before slowly releasing it into Kyte Creek. --- ### Stormwater facility designed to accommodate future commercial development City officials and IDOT engineers highlighted that the proposed Hickory Grove detention facility will be mutually beneficial for local economic development. By utilizing the eastern half of the property and the nearby cul-de-sac area for water management, the infrastructure will simultaneously satisfy detention requirements for future commercial development on the Illinois Route 251 frontage. Concept plans for the commercial frontage include a potential multi-tenant building, which could feature drive-throughs, or an expansion for the neighboring hotel's pool. --- ### Relocating detention pond would delay Route 251 reconstruction by years During discussions regarding the Hickory Grove stormwater facility, IDOT engineers warned that seeking an alternative location would delay the Illinois Route 251 reconstruction project by several years. Relocating the facility would require extensive redesigns, new environmental reviews and complicated land acquisitions. IDOT officials emphasized that the current site is the optimal location to capture runoff and urged the city to finalize the agreement so parcel acquisition for the highway roadwork can begin. --- ### Proposed detention facility to feature dry-bottom design and safety measures Addressing public safety and nuisance concerns, IDOT officials confirmed the proposed Hickory Grove stormwater facility will be a dry-bottom detention pond, eliminating standing water that could breed mosquitoes. The facility will include mandatory safety shelves along its sloped walls and is engineered to hold water temporarily before draining within 24 hours under normal conditions.
