Reno County's Community Corrections director warned commissioners Wednesday, Oct. 28, that state funding shifts could affect youth mentoring and substance abuse programs beginning July 1, 2027, as the board approved updated juvenile supervision rules.

Community Corrections Director Randy Regehr said funding transfers and additional demands on a state account could affect more than 100 community-based juvenile programs statewide. He said Community Corrections agencies across Kansas are seeking an additional $6.2 million in state funding for fiscal year 2028 to support a revised allocation formula and will keep advocating for funding to maintain services.

Regehr's fiscal year 2026 annual report showed that 70% of adult supervision cases ending during the year were successfully completed, and that drug-related offenses accounted for about 67% of new adult cases. Drug Court served 39 participants, eight of whom graduated, and juvenile supervision included 29 assigned cases.

The juvenile supervision updates, which Citizen Journal previewed Oct. 26, are required to comply with Kansas Department of Corrections standards and also cover residential placements. They passed as part of the consent agenda, which commissioners approved unanimously after pulling two items for separate discussion.

Commissioners approved a new employee social media policy 4–1, with Commissioner Ron Vincent opposed. Human Resources Director Helen Foster said it guides employees and managers on recording or sharing workplace activities, handling confidential information and wearing county-identifying clothing or logos in personal social media content.

Vincent also cast the lone vote against revisions to the county's Electronic Media and Mobile Device Security and Training Policy. The revisions remove provisions covered by other policies, update department terminology and address annual cybersecurity training requirements.

Commissioners approved easements for new Evergy transmission lines tied to the company's new power plant 4–1, with Commissioner Don Bogner opposed. The vote followed discussion of the easements' location, their effect on county road rights-of-way, compensation and the agreements' permanent nature.

Bogner also opposed, in another 4–1 vote, an amendment that lets the county close out a $500,000 American Rescue Plan Act housing rehabilitation program in Hutchinson with the South Central Kansas Economic Development District, or SCKEDD. The program had planned to buy, rehabilitate and sell five homes.

The $500,000 bought and rehabilitated two homes, and proceeds from their sales helped fund the rehabilitation of a third. All three sold on the open market.

According to the county, limited available properties, contractor availability and higher rehabilitation costs held the program to three homes. Commissioners discussed how sale proceeds could continue supporting SCKEDD's housing rehabilitation efforts.

Commission Chair Ron Hirst presented a proclamation supporting Operation Green Light for Veterans. The front of the courthouse will be lit green Nov. 4–11, and residents and businesses are encouraged to display green lights.

The commission also recognized Harley Macklin for serving on the Reno County Planning Commission from Feb. 5, 2019, through Oct. 15, 2026\. County Planner Mark Vonachen praised his preparation, experience and willingness to share his knowledge.

Commissioners encouraged residents to vote in the Tuesday, Nov. 3, general election. The board will canvass the election at 9 a.m. Tuesday, Nov. 10, in the Annex before its regular meeting at 9:30 a.m. in the Veterans Room of the Reno County Courthouse, 206 W. First Ave., Hutchinson.

Agendas are posted on the county's agendas page and meeting recordings on its YouTube channel.
