The McPherson Police Department announced in a Facebook post Thursday, Sept. 24, 2026, that Patrol Capt. Kyle Askren and Sgt. Miller completed the Federal Law Enforcement Training Centers' Use-of-Force Instructor Training Program.

FLETC is part of the U.S. Department of Homeland Security. According to the agency's [course listing](https://www.fletc.gov/use-force-instructor-training-program?ref=citizenjournal.us), the nine-day training program prepares law enforcement instructors to design, develop, and deliver use-of-force training using static, dynamic, and interactive methods.

The training follows other locally led instruction involving McPherson police supervisors. Askren co-developed and presented a city staff course called Leadership 1.0 in June, while Sgts. Phillip Burkhart and Leslie Caballero led active-shooter response training for local law enforcement in August 2025, according to [previous Citizen Journal coverage](https://www.citizenjournal.us/mcpherson-city-digest-34/) and a [report on the active-shooter drills](https://www.citizenjournal.us/local-law-enforcement-conducts-active-shooter-response-training/).

The department said, "The Officers trained on case law specific to Use of Force as well as trained on the Student-Centered Feedback Method."

A [2008 FLETC journal article](https://www.fletc.gov/sites/default/files/archives/2008-Spring-FLETC-Journal.pdf?ref=citizenjournal.us) described student-centered feedback as using open-ended questions after training scenarios to help participants evaluate their decisions, identify strengths and areas for improvement, and develop a plan for future performance.
