County Appraiser Stacy Hubbard is scheduled to present the 2026 compliance report at 9:10 a.m. The Kansas Department of Revenue's Property Valuation Division conducts the annual statistical and procedural review, required under [K.S.A. 79-1445](https://ksrevisor.gov/statutes/chapters/ch79/079%5F014%5F0045.html?ref=citizenjournal.us), to test whether a county's values are accurate and uniformly applied — the measure that sets each owner's share of the levy. The compliance report puts the county's score at 98.0 out of 100 against a 75-point minimum, with 50 of 50 statistical points, 48 of 50 procedural points and no deductions for statutory non-compliance. The review comes a week after commissioners adopted a 2027 county budget at a total estimated rate of 30.869 mills. County Administrator Rick Witte said the rate did not exceed the revenue neutral rate, the rate that would raise the same property tax revenue as the prior year. Eight rural fire districts also came in below that rate, while Fire District #4 in Jackson Township and Fire District #10 in the south half of New Gottland Township adopted resolutions to exceed it. The longest block on the agenda is a 9:30 a.m. work session with Emergency Management and Communications. Hubbard and County Treasurer Cassie Chick are each scheduled for a non-elected personnel item, Hubbard's in her 9:10 a.m. block and the treasurer's at 9:15 a.m. Commissioners approved Chick's Resolution #2026-22 on Sept. 14, raising the county's motor vehicle transaction fee to $10 under K.S.A. 8-145d. Planning/Zoning/Environment Director Jon Kinsey is set to give department updates at 9:20 a.m. A week earlier, commissioners voted him a $5,000 one-time bonus for extra work on multiple recent department projects and gave IT Director Jeff Butler a $5,000 bonus for extra work on the County Building renovation. The meeting opens with public input at 9 a.m. in the fifth-floor meeting room of the McPherson County Building, 200 N. Maple, along with routine business including minutes, checks and claims, payroll, adds and abates, personnel and general correspondence.
