Kansas Uses First-Ever Blue Alert to Help Capture Shooting Suspect** Kansas law enforcement used the state's new Blue Alert system for the first time to help apprehend a suspect accused of shooting a Missouri police officer, with authorities crediting the program as instrumental in the June 3 arrest of Thomas Eugene Tolbert in Ellis County. The 27-year-old suspect was captured along I-70 in western Kansas after allegedly shooting and critically wounding an officer June 1 in the Kansas City metro area, demonstrating the effectiveness of the alert system designed to help catch violent criminals who target law enforcement. Missouri Governor Signs Stadium Aid Package for Chiefs, Royals** Missouri Gov.
