### City commission approves 2027 budget authority after debate over $1 million in cuts

JUNCTION CITY, Kan. — The Junction City Commission approved its 2027 budget authority following extensive debate over a proposed $1 million reduction requested by Mayor Terry Butler. During the meeting, department heads from the fire, police, parks and public works departments presented potential cuts of $250,000 each, which included eliminating a police officer position, delaying vehicle purchases and cutting safety equipment upgrades. Despite initial hesitation and a failed motion, commissioners ultimately voted to approve the budget authority as originally presented, agreeing to use their oversight power to approve or deny individual capital expenditures as they arise throughout the year.

### Rezoning approved for new Veterans Affairs medical clinic on Rucker Road

JUNCTION CITY, Kan. — Plans for a new Veterans Affairs medical clinic advanced Tuesday as the city commission unanimously approved the rezoning and replatting of properties at 2512 Rucker Road and a portion of Walla Walla Road. The land was rezoned from residential districts to a service commercial district to specifically accommodate the planned medical facility. The project, brought forward by property owner Faith Tabernacle in cooperation with the VA, must still meet all city zoning and building codes before commercial construction begins.

### Public Works secures $307,644 wheel loader in split vote

JUNCTION CITY, Kan. — The city commission approved the purchase of a Case 721G wheel loader for the Public Works Department in a 3-2 vote, despite some commissioners expressing a desire to delay the $307,644 expenditure to save money. Public Works Director Ray Ibarra emphasized the critical need for the heavy equipment, noting the city's current 2012 models have logged over 6,000 hours and face extensive downtime for repairs that halt emergency tree and debris removal. Funding for the loader will be divided among the street, water and sewer division budgets.

### Phase two citywide concrete repairs approved amid requests for more detail

JUNCTION CITY, Kan. — T&M Concrete Co. was awarded a $186,614 contract for the second phase of citywide concrete repairs, though several commissioners voiced frustration over a lack of project details provided in their meeting packets. The approved work includes repairing valley gutters at the intersections of Ninth and Garfield and Spruce and Webster, as well as pouring a concrete base for a future gazebo at the Grand Avenue boat ramp. The sole-bid contract came in slightly above the engineer's estimate of $178,078 and will be funded through the street department.

### City partners with KDOT for East Chestnut crosswalk and bus stop

JUNCTION CITY, Kan. — Pedestrian safety will soon see an upgrade on East Chestnut Street following the city commission's unanimous approval of a $193,000 agreement with the Kansas Department of Transportation. The project will install a new crosswalk and dedicated bus pull-off stops between Aldi and La Fiesta, ensuring transit buses no longer block the driving lane. The city will cover $53,000 of the project costs using special highway funds, while KDOT's Transportation Alternatives Program will fund the remaining $140,000.

### Commission authorizes $46,300 emergency safety wall for downtown building

JUNCTION CITY, Kan. — Citing safety concerns ahead of the city's upcoming Oktoberfest celebration, the city commission approved a $46,300 contract with Riley Construction to erect a 24-foot steel barrier wall next to the building at 617 N. Washington St., which city building inspectors have deemed structurally unsound. The emergency shoring will prevent the building's western facade, which officials warned is deteriorating, from collapsing into the street during the festival, which organizers expect to draw more than 30,000 attendees. City officials noted the barrier will remain in place while the commission evaluates whether to permanently repair or demolish the historic structure, and the project's cost will be paid from the city's demolition fund.

### South Park slated for $139,837 playground equipment upgrade

JUNCTION CITY, Kan. — The city commission unanimously approved the $139,837 purchase of new playground equipment for South Park. Procured through the Greenbush Purchasing Cooperative from ATHCO, the new installation will cater to children ages 2 to 5, complementing the park's existing main play structure that was updated last year for older children. The purchase will be funded entirely by the city's special parks fund, which is generated by the state's alcohol sales tax.
