The amended council agenda listed a single action under item 7a: "Action – Motion to continue the public hearing." It listed no motion to close the hearing or to act on the district itself. A rural housing incentive district redirects the added property taxes a new subdivision generates back into the project's own infrastructure, rather than into general city, county and school district revenue. The terms of the deal therefore determine what it is worth and who gives up money. Neither the agenda nor the minutes of the Aug. 18 meeting names the developer, the number of housing units, the dollar value or duration of the tax diversion, or the boundaries of the proposed district. At that Aug. 18 meeting, Community Development Director Matt Williams asked the council to continue the hearing to its next meeting. The consent agenda carried an appropriation ordinance of $1,419,475.95, July financial reports, two sets of minutes and the vacation of part of a platted building setback at 309 W. 30th Ave., east of North Monroe Street.
