Hutchinson could move a step closer to borrowing state loan money to extend city water service to the Foothill Estates and Lakeview Hills subdivisions when the City Council holds public hearings Tuesday, Oct. 6.

The published agenda says that after each hearing, the council will consider a resolution authorizing the city's state revolving fund loan application for that extension and authorizing the mayor to sign. The agenda lists no project cost, loan amount or repayment terms.

The council followed the same hearing-then-resolution steps Sept. 15, when it voted unanimously to authorize applications to the Kansas Department of Health and Environment for Water Pollution Control Revolving Fund loans for sanitary sewer rehabilitation and a reuse project at the city's Water Resource Recovery Facility.

According to the minutes, Utilities Project Manager Erin Patterson laid out costs, loan details and timelines at that sewer loan hearing, and resident Miles Everhart questioned the cost and repayment. The minutes say the reuse project will be funded through a low-interest KDHE state revolving fund loan.

The agenda lists only a motion to close the Meadows on Monroe hearing, which covers a reinvestment housing incentive district and development plan, with no vote to approve either.

In such a district, property is taxed as usual, but for up to 25 years the taxes on value added after the district's creation go to a fund for the project's public improvements instead of to taxing bodies; the 20-mill statewide school levy and the 1.5-mill state levy are excluded.

According to the minutes, on Sept. 15 Community Development Director Matt Williams asked the council to again continue the hearing to Oct. 6 so a discussion could be had with the city attorney on how to move forward, and the council agreed unanimously.

Council members will also discuss replacing the Sports Arena's wood floor and consider approving a cost-share agreement for the work. The agenda names no cost or partner.

Adastra Radio coverage of earlier council actions reported that the city and Hutchinson Community College have shared maintenance costs for the venue before, including a 2023 bleacher replacement.

Other business includes a resolution authorizing a temporary construction easement for a downtown concrete maintenance project under a Transportation Alternative grant. The council will also hold discussions of the 2025 audit, the Kansas Open Records Act and brick streets, for which the agenda lists no action.

The consent agenda includes $2.7 million in bills, a special event in a designated entertainment district for the BrightHouse 50 Years of Hope event and the vacation of part of an alley right-of-way off Bigger and Main streets in the Riverside Addition.

The meeting begins at 5:30 p.m. in the Council Chambers. Public comment is limited to three minutes, and the agenda states that comments on agenda items must be made during the public comment period near the start of the meeting, not when an item comes up later.
