Heavy rainfall prompted a flash flood warning in Hays on Thursday morning, inundating low-lying streets, dips, and intersections with standing water.

City officials urged motorists to slow down to prevent hydroplaning and warned drivers never to bypass barricades or enter flooded roads, noting that just 12 inches of moving water can sweep a car away.
