While the city's mill levy will remain flat at 38.502 mills, it exceeds the state-calculated revenue neutral rate of 37.504 mills, which will generate approximately $12.5 million in property taxes. During the public hearing, a letter from a resident was read into the record urging the commission to vote against exceeding the rate, citing a heavy tax burden on local families compared to the tax breaks granted to corporate developments. --- ### Late application for property tax rebate denied GARDEN CITY, Kan. — Commissioners unanimously denied a late application for the Neighborhood Revitalization Program submitted by the builders of a new single-family home at 802 W. Fair St. Program guidelines strictly require applicants to apply for a property tax rebate within 180 days of a building permit being issued. Because the application was submitted 344 days past the deadline, the governing body opted not to grant a waiver for the 10-year, 95 percent tax rebate. --- ### New townhome development designated for housing incentives GARDEN CITY, Kan. — To spur affordable housing development, commissioners approved a resolution designating a proposed townhome development as a Reinvestment Housing Incentive District. The 5.84-acre property, located at 1010 Bernese Ave., is slated for the construction of duplexes. The resolution will now be forwarded to the Kansas Secretary of Commerce for final approval, which will allow the city to capture incremental tax revenue to assist the developer with infrastructure costs. --- ### Public to hear proposals for historic State Theater revitalization GARDEN CITY, Kan. — Residents will get a firsthand look at the future of the historic State Theater following the commission's decision to host public presentations for the project's request for proposals. Six proposals were submitted for the downtown revitalization project. Rather than utilizing an ad hoc advisory committee, commissioners voted to hold an evening town hall meeting Sept. 29 to allow developers to present their plans directly to the public, with a final selection anticipated for the Oct. 6 regular meeting. --- ### City reaches settlement over police shooting range defects GARDEN CITY, Kan. — The city has reached a settlement agreement with Conco Inc. to resolve construction defect claims at the Garden City Police Department shooting range. Following persistent roof leaks and water intrusion at the facility, the city issued a formal demand letter in February. Under the settlement, Conco will complete repairs to the roof, drainage and masonry at its own expense and assume an outstanding $2,500 roofing invoice, saving taxpayers an estimated $24,294 in remediation costs and avoiding litigation. --- ### City to seek $1 million state grant for joint sewer project GARDEN CITY, Kan. — The commission authorized staff to apply for a State Water Infrastructure Grant to help fund the design of a joint sewer project. The $1.17 million design phase is a collaborative project between Garden City and Finney County. If awarded, the state grant could provide up to $1 million to offset costs. City officials noted the project's emphasis on regional collaboration and economic impact makes it a strong candidate for the competitive state funds. --- ### Main Street alley project delayed due to high bid GARDEN CITY, Kan. — Citing costs that exceeded the project budget, the commission unanimously rejected the sole bid for the 523 N. Main St. alley improvement project. Lee Construction submitted a bid of $92,258 to repair severely damaged pavement behind the downtown address, exceeding the city's $55,000 estimate and project budget by 60 percent.
