### Commission approves transient guest tax incentive for $31.5 million hotel project

FINNEY COUNTY, Kan. - The Finney County Commission approved a revised transient guest tax incentive for Kripa Developers, LLC to build a 123-room dual-brand hotel. The $31.5 million project, to be located at 3210 E. Kansas Ave., will also feature surrounding retail and commercial development. The specific hotel brands were not immediately identified. Following a preliminary economic impact analysis presented by the Finney County Economic Development Corporation, the commission agreed to a 20-year reimbursement plan capped at the first 6 percent of actual transient guest tax generated exclusively by the new hotel. The commission also directed staff to use this framework to develop a comprehensive, countywide hotel investment incentive policy for future projects.

### Economic development officials focus on aiding struggling agricultural sector

FINNEY COUNTY, Kan. - Finney County Economic Development Corporation (FCEDC) President/CEO Lona DuVall reported that the organization is currently dedicating a significant portion of its time to assisting local agricultural producers and lenders. DuVall cited beef supply constrictions, tariffs, fuel costs and inflation as major stressors on the local agriculture industry, leading to financing uncertainty as lines of credit mature at year's end. The FCEDC is actively working to provide necessary data to support local lending decisions and is advocating for favorable legislative policies at both the state and federal levels to protect the local economy.

### Public works director addresses road maintenance delays following heavy rainfall

FINNEY COUNTY, Kan. - Public Works Director Larry Brungardt addressed recent resident complaints regarding unpaved road conditions following nearly 6 inches of rainfall across September and early October. Brungardt explained that the county's 1,225 miles of roadways are maintained by just nine equipment operators, and heavy machinery cannot safely grade saturated gravel roads without causing further damage. Commissioners expressed support for the public works department, emphasizing that road ditches should not be used as illegal dumpsites and discussed the possibility of adding a public reporting portal on the county's website to better track and communicate road maintenance progress.

### County approves $663,000 for IT server infrastructure upgrades

FINNEY COUNTY, Kan. - To maintain critical technological operations and bolster cybersecurity, the Finney County Commission unanimously approved a $663,699 investment to replace aging server infrastructure. The purchase from Logicalis includes $476,520 for new Nutanix server hardware and $187,178 for a three-year software and support renewal. Information Technology Director Roger Navarro noted that the upgrade will maintain data in-house rather than moving to a cloud-based system, which will provide the county with greater control and ensure access to the latest security updates. The funds will be drawn entirely from the county's IT equipment reserve fund.

### County attorney secures dedicated vehicle after previous denial

FINNEY COUNTY, Kan. - County Attorney Susan Richmeier received unanimous approval to purchase a dedicated transport vehicle for her office, a request that was previously denied last year. The Finney County Commission authorized up to $49,999 to purchase either a 2026 Hyundai Palisade or Honda Pilot from an unspecified local dealer. Richmeier explained that her office has been sharing a 2017 Chevrolet Suburban with the sheriff's office, but increased needs — such as transporting victims and witnesses to court and attending career fairs with large equipment — required a dedicated, large-capacity, four-wheel-drive vehicle. The purchase will be funded through the county attorney's equipment reserve fund.

### Commission chair addresses ICE enforcement actions and riverbed encampments

FINNEY COUNTY, Kan. - During commissioner reports, Board Chair Vicki Germann addressed community concerns stemming from recent federal Immigration and Customs Enforcement (ICE) actions in Garden City. She stated that local officials are meeting to improve processes and protect innocent community members, noting that the enforcement activity took place "unexpectedly, without advance communication with local officials or an opportunity for the usual practice of deconfliction that ensures coordination and public safety". Additionally, Germann reported that local outreach teams and Catholic Charities have been dispatched to provide assistance to individuals living in a newly discovered homeless encampment in the local riverbed.
