# Final paving begins on North Elm Street's 1100 block after extended reconstruction

A mill-and-overlay crew moved into the 1100 block of North Elm Street in McPherson on Monday, Oct. 5, to trim a couple of inches from the road and lay the final asphalt surface. The work is the last phase of a reconstruction project that was underway by July 2025 and had experienced weather-related delays.

The City of McPherson announced the work in a Facebook post Monday morning. The city previously awarded the mill-and-overlay work to APAC-Kansas and tentatively expected the block reconstruction to be completed by the end of August 2026.

Mill-and-overlay involves removing the road's top layer and paving over it. The city's reconstruction process uses about 6 inches of recycled crushed concrete and millings as a base, which traffic and seasonal heat compact before crews level the surface and apply a hot-mix asphalt overlay.

The work is the final phase of the North Elm Street project Citizen Journal followed in 2025\. Prior reporting said the block was scheduled for its final overlay in fall 2026 after a full season of compaction. The reconstruction also included about 250 feet of curb and gutter along the east side of the street and work at the Loomis and Hulse street intersections.
