# Eudora budget hearing Monday is the city's step to collect more property tax revenue

Eudora commissioners will take public comment at 7 p.m. Monday, Sept. 14, on exceeding the [revenue-neutral rate](https://cityofeudoraks.gov/DocumentCenter/View/3105/Res-2026-13-Declaring-intent-to-exceed-RNR?ref=citizenjournal.us), the step required before the city can collect more property tax revenue than it did last year.

According to the [published commission agenda](https://www.cityofeudoraks.gov/AgendaCenter/ViewFile/Agenda/%5F09142026-438?ref=citizenjournal.us), a second hearing on the FY27 annual budget and consideration of certifying it follow.

Commissioners voted 5-0 on Aug. 24 to set Monday's hearing after City Manager Zack Daniel presented the proposed 2027 budget, which they said reduces the city's mill levy while maintaining service levels.

At that meeting, resident Jim Mills asked the commission to investigate lowering the levy further because assessed values have gone up.

Commissioners will also consider three resolutions that would only set hearing dates for the Nottingham development: tax increment financing project plans for Project Areas 2 and 3, in which growth in tax revenue from the site is routed back into paying for it, and the creation of a Nottingham community improvement district, where an added sales tax within the district's boundaries covers development costs.

According to the warrants in the meeting packet, the city is already carrying Nottingham costs, including a $99,175 TIF bond payment, a $23,631.25 land bond payment drafted Aug. 26, and $1,518 paid to Nottingham Center Association Inc. for September operating expenses on three pads.

Also on the agenda is Charter Ordinance 19 levying a transient guest tax, the lodging tax commissioners asked staff to review on Aug. 24.

Ordinance 1193 covers maintenance of trees in city rights-of-way, work the city has been contracting out, including $900 to Highplains Tree Care to top a hackberry at 8th and Church streets.

Commissioners will also consider contracts with Infinity Technology for managed IT services and with CFS Engineering for waterline easements tied to the water treatment plant project. The packet prices neither.

Two presentations open the business agenda: a Kansas Senate tribute to Eudora resident John More for completing his America 250 project and a bi-annual update from the Eudora Area Historical Society and Museum.

Consent items cover the Aug. 24 minutes, the August police and July PeopleService reports and warrants from Aug. 21 to Sept. 9\. The meeting is at City Hall, 4 E. 7th St., with a Zoom option, and public comment is limited to three minutes per speaker, who must sign in and state a name and address.
