# County backs Eudora tax district for $153.6 million K-10 project

LAWRENCE, Kan. — Douglas County commissioners said [Wednesday, Aug. 12](https://www.dgcoks.gov/public-meetings/county-commission/commission-board-wed-aug-12-2026-530-pm?ref=citizenjournal.us), that they support Eudora's proposed tax increment financing district for a commercial and industrial project along the K-10 corridor, estimated to cost $153.6 million to build. The district would cover a 132.5-acre tract near K-10 Highway and East 2300 Road that the city recently annexed, where Main Street Development Group LLC has applied to build in two phases.

Under tax increment financing, a developer pays up front for streets, water lines and other public infrastructure and is repaid over time out of the additional tax revenue the finished development generates. The application asks that 100 percent of both the property tax increment and the sales tax increment go toward that repayment. For the county, the arrangement would mean forgoing growth in tax revenue from the tract for the life of the district in exchange for infrastructure and jobs on the corridor between Lawrence and the Kansas City metro.
