The $20.6 million budget requires $3.6 million in local property taxes and maintains several spending controls, personnel reductions and capital deferrals enacted in mid-2025 to slowly rebuild the city's financial capacity. It also includes a 3 percent cost-of-living adjustment for city employees effective January 2027. In a related 4-1 vote, the commission formally exceeded the state-defined revenue neutral property tax rate. The 2027 property tax levy is set at 50.271 mills, an increase of 2.232 mills over the 2026 actual levy of 48.039\. Interim City Manager Jon Quinday noted the increase does not expand city services or add employees but is entirely attributable to funding a 27th biweekly payroll that occurs once every 11 years in the calendar cycle. The measures were opposed by one commissioner. --- ### City commits $125,000 to leverage half-million dollar downtown revitalization grant ABILENE, Kan. — The Abilene City Commission unanimously agreed to commit $125,000 to finish Phase 2 of Little Ike Park as part of a strategic move to secure a $500,000 Kansas Department of Commerce Community Development Block Grant. Dickinson County Economic Development Corporation presented the grant opportunity, which requires a dollar-for-dollar match, to heavily revitalize the Northwest Third Street block of downtown Abilene before a tight mid-December completion deadline. The library board requested reimbursement for a $3,300 HVAC repair completed in May, citing a 2011 lease stating the city is responsible for nonroutine maintenance over $1,000\. Interim City Manager Jon Quinday denied the request, asserting the library failed to follow the city's purchasing policy for the expenditure of public funds. The dispute highlighted a clash between the city's policies and the independent library board's own procurement rules, an issue the city aims to resolve in upcoming lease negotiations. --- ### Defamation lawsuit against city and former city manager dismissed ABILENE, Kan. — City Attorney Aaron Martin announced the conclusion of a defamation lawsuit filed by Commissioner John Kollhoff against the city of Abilene and former City Manager Ron Marsh. A Dickinson County District Court judge dismissed the case with prejudice on Aug. 3, ruling that the court lacked subject matter jurisdiction due to a missing notice of claim prior to the suit's initiation. During the meeting, the decision not to appeal was discussed, with a stated focus on returning to city business.
