The all-inclusive fixed fee covers recruitment materials, advertising, consultant travel and background checks, and comes with an 18-month placement guarantee. The firm expects the recruitment process to take approximately 12 weeks. --- ### Proposed 2027 budget includes mill levy increase for 27th payroll ABILENE, Kan. — Interim City Manager Jon Quinday presented the proposed 2027 budget, framing it as a "stabilization budget" that maintains existing services but leaves general fund reserves at roughly 30% of the city's policy minimum. The proposed tax levy is 50.271 mills, a 2.232-mill increase from 2026 entirely attributable to funding a rare 27th biweekly payroll in 2027\. While a previously passed ordinance allows alcohol on city-owned property, state law requires a specific local ordinance covering rights-of-way, including sidewalks and streets, before the state will issue a temporary alcohol license for the event. --- ### Commission stalls sale of 800 North Vine Street property ABILENE, Kan. — Commissioners directed city staff to halt the negotiated sale of city-owned property at 800 North Vine Street after a second adjacent property owner expressed interest in purchasing the lot. An adjacent property owner had previously approached the city to purchase the high-density residential land to build a duplex, but another adjacent property owner subsequently stepped forward requesting an equal opportunity to buy it. The project includes approximately 1,340 linear feet of roadway, sanitary sewer, water lines and a lift station. The work is heavily funded by a $1.6 million Kansas Department of Commerce grant, with the remaining costs covered by general obligation temporary notes. --- ### City advances $1.84 million K-15 pavement restoration project ABILENE, Kan. — The commission authorized staff to execute a programming request for a 2029 Kansas Department of Transportation pavement restoration project on K-15/Buckeye Avenue. The project, which covers the area from the north city limits through the Interstate 70 underpass, has an estimated total cost of $1.84 million. KDOT will fund up to $1.5 million, leaving the city responsible for an estimated $340,652\. Public Works Director Brad Anderson hopes the state's design phase will include the removal of traffic islands near the interstate interchanges to improve turn lanes. --- ### City launches new website features to track capital projects ABILENE, Kan. — City staff presented recent updates to the municipal website aimed at increasing transparency and reducing public confusion over street work.
